This thesis has as its object of investigation the technocratic and business management in public high schools in Ceará between the period 2008 to 2021. get to concrete. Based on the analysis of the challenges concerning high school in Brazil, it is assumed that the needs and actions that underlie the formulation of public policies for education emerge from the contradictions of bourgeois society. It is proposed as a general objective to analyze the technocratic and business management used in public high schools in Ceará, highlighting the mechanisms of technocracy that govern the processes of management, organization and curriculum architecture of vocational schools, in accordance with ideological imperatives of business. The guiding question of the thesis asks: what are the assumptions and the hidden intentions of entrepreneurs and governors that support a technocratic management pattern for Ceará professional education policy? Historical-dialectical materialism is assumed as a theoretical-epistemological option to analyze the historical and dialectical totality that involves the investigated object, guiding document analysis and empirical study. Based on successive approximations of the object, the categories reproduction, education management and techno-governability are presented as theoretical tools for intellectual exercise to apprehend the object and its determinations. As a result of the investigation, we seek to confirm the thesis of the existence of a pattern of reproduction of technocratic management in public high schools in Ceará.
