New high school and life projects: a comparative study of the implementation process in Ceará and the Distrito Federal in Brazil

This is a comparative study of the implementation process in Ceará and in the Distrito Federal, with an exploratory and explanatory character. As for the objectives, the following are general: To analyze, in a comparative perspective, the NEM implementation process in the federative units of Ceará and the Distrito Federal, considering the educational reforms and transitions and their repercussions in the formulation of educational policies. And as specific objectives, there are: 1) To present the structure and organization of the official public teaching network of CE and DF, in a comparative perspective, establishing legal, historical, social and cultural approaches of this process; 2) Analyze the implementation of the NEM in the public education networks of basic education in CE and DF, from the approval of Law 13.415/17; 3) Mapping the theoreticalmethodological elements are at the basis of the elaboration and implementation of the current educational policy of the state of CE and DF that distance them and bring them closer in terms of results. To achieve these goals, we will consider the context of educational reforms and transitions that have already occurred. From the methodological point of view, this research with a qualitative approach will be developed using bibliographical and documental research. Data analysis will be based on the framework of content analysis. At the same time, a documentary and bibliographical survey will be carried out in order to, through the analysis of global educational policies and the curriculum, be able to understand in what political, historical and social context they are elaborated and how they relate in reality.
