SUMMARY:

This thesis project analyzes the teacher education projects of the new Brazilian right, focusing on the educational policies implemented between 2019 and 2022, to understand their ideological, political, and organizational implications for teaching work.The study is linked to the Graduate Program in Education at the University of Brasília and the National Institute of Science and Technology (INCT). It employs historical and dialectical materialism, based on Marx (2008, 2011, 2023), Engels (2020), Lukács (1978), and Kosik (2002), to grasp the object as a synthesis of multiple determinations derived from the historical relationship between work and education and the social policies within the bourgeois state (Saviani, 2007, 2021; Ponce, 2001; Behring; Boschetti, 2016). The research situates the rise of the neoliberal-conservative alliance in Brazil within the context of contemporary capitalism transformations (Harvey, 2013, 2014; Antunes, 2000, 2001; Mészáros, 2009) and the reconfigurations of the State and educational policies since the 1990s (Leher, 1999, 2010, 2023; Shiroma; Evangelista; Moraes, 2011, 2018; Dourado, 2015; Mancebo, 2017). It incorporates Gramscian categories such as hegemony, consensus, ideology, integral state, organic intellectuals, and private apparatuses of hegemony (Gramsci, 2001; Dias, 1996; Aliaga, 2020) to analyze how the formative policies combine managerial rationality, curricular standardization, and moral control over pedagogical practice (Freitas, 2019, 2022). The State of the Art review, constructed from theses, dissertations, and proceedings of ANPEd and ANFOPE, reveals a critical consensus regarding the technicism and competence-based pedagogy present in the BNC-Formação and CNE/CP Resolution No. 2/2019, but points to gaps in the analysis of Gramscian mediations and their relation to the formative projects of the new right. Methodologically, the study articulates documentary analysis of federal regulations, a bibliographical review, and empirical investigation with public school teachers in the Federal District. The study is based on the hypothesis that these policies express and consolidate a neoliberal-conservative hegemony that redefines the teaching role, restricting its autonomy and confining it to technical-operational functions. The thesis aims to contribute to the theoretical and political deepening of teacher education and to the strengthening of collective strategies of resistance within public schooling.
