SUMMARY:

This research aims to analyze the implementation of the National Digital Education Policy (PNED), established by Law nº. 14.533/2023. To achieve this overarching goal, the following specific objectives are proposed: 1) Conduct a Systematic Literature Review (SLR) on the concept of Digital Education; 2) Analyze and compare the concept of Digital Education as presented in the PNED with academic and scientific literature—both national and international—as well as with guidelines and recommendations from international organizations; 3) Assess the execution of the PNED using an adapted Four in Balance model; 4) Examine how the federal government, through the Ministry of Education (MEC), and subnational education management forums—represented by the National Council of State Secretaries of Education (Consed) and the National Union of Municipal Education Leaders (Undime)—are promoting the implementation of the policy. The study provides historical context for public policies on Information and Communication Technologies (ICT) in education, from the EDUCOM project in 1985 to more recent programs such as Connected Education. The research methodology is qualitative, exploratory, and descriptive in nature. The study includes a Systematic Literature Review (SLR) on the concept of Digital Education, document analysis of official materials, and interviews with officials and representatives from MEC, Consed, and Undime.
