SUMMARY:

This dissertation analyzes the historical trajectory of the National Textbook Program (PNLD), from its creation in 1985 to its expansion in 2022, when it began to include materials for early childhood education. The study is based on the hypothesis that the development of the PNLD is related to governmental responses in the context of Brazil’s redemocratization, linking the role of education in national political projects with the program’s interaction with various social and economic actors at both local and global scales. It adopts Stephen Ball’s approach, which proposes the analysis of “policy networks” to understand how educational policy-making is influenced by connections across diverse contexts and interests. The methodology is based on the analysis of official documents (from the Ministry of Education and FNDE), international reports, parliamentary speeches, specialized literature, and interviews with actors involved in the program. The dissertation is organized into three parts. The first addresses the textbook as a research object, the role of the state before the creation of the PNLD, and its institutionalization in 1985. The second part, from a longue durée perspective, examines the period from Fernando Henrique Cardoso to Jair Bolsonaro, focusing on the consolidation of the PNLD as a state policy and the entrance of new actors, such as private foundations and international organizations. The third part discusses a current paradox: the expansion of the program coincides with the growth of local policies for textbook acquisition, indicating new tensions within the federative pact and the management of Brazilian education.
