SUMMARY:
This study focuses on the National Book and Didactic Material Program (PNLD), which for eighty years it has been distributing didactic material for basic education in schools Brazilian public. This research proposes to analyze the governance of the PNLD and what is the effect of this in the implementation of digital technologies in Brazilian public high schools. Theoretical-legal elements on governance, Advocacy Coalition Model will be studied and the references of the Federal Court of Accounts (TCU), as well as on implementation, federalism, decentralization. The research approach will be predominantly qualitative, descriptive and exploratory. The methodological procedures will be the bibliographic survey, the documentary and the interview. For this, the legal basis of the PNLD will be analyzed, the banks of data from the Ministry of Education, the National Fund for the Development of Education, the Brazilian Institute of Geography and Statistics and the National Institute of Educational Research Anisio Teixeira. To achieve this general objective, the research will bring five specific objectives. Present governance as a new orientation for the management of public policies in education; identify the role of the FNDE as an actor responsible for the execution of the PNLD; demonstrate the institutional framework of the PNLD from 1937 to 2022 and the trajectory of the program; to analyze the governance of the PNLD and its implementation in Brazilian public schools in high school in the field of educational digital technology; discuss the effects of implementing of the PNLD regarding educational digital technology resulting from the governance model adopted in the PNLD.
