THE EARLY CHILDHOOD EDUCATION AGREEMENT POLICY IN THE FEDERAL DISTRICT: THE FINANCING OF EARLY CHILDHOOD EDUCATION CENTERS (ECECs)

The main objective of the present project is to analyze the policy of agreements between the Federal District and Civil Society Organizations (CSOs) for the provision of early childhood education in the Centers for Early Childhood Education (ECECs), from the investigation of the district's public funding for such institutions. Currently, the FD provides part of its kindergarten and preschool supply through agreements with CSOs through its own buildings or through the cession of management of the ECECs, which are institutions built through the federal public policy Proinfância (National Program of Restructuring and Acquisition of Equipment for the Public School Network of Early Childhood Education). It is proposed as specific objectives: a) to examine the educational legislation referring to the financing of early childhood education in Brazil and in the Federal District; b) to analyze the relations established between the public power and the private sector in the financing of early childhood education in Brazil and in the FD; c) to verify how the public financing for private institutions that manage ECECs occurs in the FD; d) to understand the reasons that lead the FD Government to establish partnerships with the private sector for the supply of early childhood education and the implications of this model for the rights of children and public education. The research is qualitative and quantitative in nature and as methodological procedures documentary and bibliographic analysis and analysis of data on the financing of ECEC from 2017 to 2022.
