THE FINANCING OF EARLY CHILDHOOD EDUCATION AND THE INITIAL QUALITY STUDENT COST IN THE MUNICIPALITY OF LUZIÂNIA-GO (2014 TO 2024)

This research project, linked to the Graduate
Program in Education at the Faculty of Education
of the University of Brasília, in the research area
of Public Policy and Education Management
(POGE), has the overall objective of analyzing
the financing of early childhood education in the
municipality of Luziânia-GO, and whether the
services offered fully meet the needs of this
educational stage, taking as a reference the
parameters established by the CAQi. The specific
objectives are: a) to understand the financing of
early childhood education in light of Brazilian
educational and fiscal federalism; b) to analyze
the financial resources allocated to early
childhood education in the municipality of
Luziânia-GO from 2014 to 2024; and d) to
investigate the amount of financial resources
necessary for the municipality to comply with the
CAQi parameters in the Municipal Education
Network, examining the relationship between
available resources and the guarantee of
minimum quality standards in early childhood
education. To enable the investigation, answer the
problem question, and fulfill the proposed
objectives, the study will be developed through
bibliographic and documentary research of a
descriptive and analytical nature. As for the
methodological approach, it will adopt the
quantitative method, with the case study as the
central research strategy. Thus, it is hoped that
this research will contribute to the dissemination
of knowledge about the financing of early
childhood education, especially with regard to
ensuring universal access, equity, and quality of
compulsory and free education for 4- and 5-yearolds, as well as meeting the demand for 0- to 3-
year-olds at the municipal level.
