INSTITUTIONAL SELF-ASSESSMENT AS A MANAGEMENT TOOL: A CASE STUDY AT THE UNIVERSITY OF BRASÍLIA

This project proposes to discuss institutional self-assessment, a component of the National Higher Education Evaluation System (Sinaes), at the University of Brasília. The research is based on the premise that institutional self-assessment, from an emancipatory and formative perspective, plays a fundamental role in promoting the quality of higher education. However, in recent years, this educational role has been overshadowed by the overvaluation of regulatory and bureaucratic aspects of Sinaes. In this context, we ask: how have the results of institutional self-assessment been used by administrators at the University of Brasília during the trienniums of 2017/2019 and 2020/2022? The justification for this research project lies in the need to deepen discussions on the self-assessment at the University of Brasília, a pioneer in institutional evaluation with the creation of Institutional Evaluation (CAI) in 1986. Thus, the justification also rests on the importance of this evaluative practice within the national landscape of higher education. To conduct this investigation, we propose in-depth theoretical and empirical developments, following a qualitative methodological approach with a critical-dialectical epistemological framework. The project is designed as a single descriptive case study, using semi-structured interviews and document analysis. For data processing, we intend to conduct categorical analysis based on the content analysis method outlined by Bardin (2021). It is expected that this study will make significant contributions to the field of higher education evaluation in Brazil, aiming at its improvement and development.
