SUMMARY:

The main objective of this project is to examine and understand the process of creation and expansion of higher education with financial support from municipalities, as well as to assess the feasibility of municipal entities to allocate budgetary resources to higher education institutions given the mandatory provision of basic education. It also aims to analyze the funding of municipal universities during the period between 2014 and 2022. In other words, analyze five municipal universities among the 58 Municipal Institutions of Higher Education (IMES): Universidade de Gurupi (UnirG) in Gurupi/TO, Universidade de Rio Verde (FESURV) in Rio Verde/GO, Universidade de Taubaté (UNITAU) in Taubaté/SP, Universidade Municipal de São Caetano do Sul (USCS) in São Caetano do Sul/SP, and Universidade Regional de Blumenau (FURB) in Blumenau/SC. The specific objectives are: to describe the historical trajectory, considering legal and institutional aspects, particularly from the 1988 Federal Constitution (CF/1988) and the 1996 Guidelines and Bases of National Education Law (LDB/96), of municipal higher education within the federative context; to map the profile of IMES across Brazil, taking into account enrollment numbers and course offerings, as well as administrative categories; to analyze the financing and actual expenses of the five municipal universities through the Organic Laws and Annual Budget Laws of the municipalities between 2014 and 2022, in regard to the allocation of municipal resources for higher education and IMES, as well as access to private resources. The research employs both qualitative and quantitative methods, using document and bibliographic analysis, as well as data analysis on the financing of the five municipal universities between 2014 and 2022.
