Saeb 2021: evaluation of early childhood education from the perspective of municipal education departments

This research aims to analyze the perception regarding the management of early childhood education in Brazil from the perspective of the Municipal Departments of Education, based on the application of the Electronic Questionnaire of the Municipal Department of Education SAEB 2021. To this end, the present study will be divided into two steps: (1) initially, a historical survey will be carried out on the Early Childhood Education (EI) Assessment process in Brazil, starting in 2009, when the Ministry of Education (MEC) began to systematically invest in the discussion of institutional assessment for Education Early Childhood and SAEB's advances until 2019, which include the assessment of Early Childhood Education at a national level; (2) statistical analysis of the questionnaire applied by SAEB 2021 to the Municipal Education Departments. In the first stage, surveys will be carried out on the construction process of the Early Childhood Education Assessment in Brazil from 2009 to 2019, and the advances of the SAEB during the years 1990 to 2019, culminating with the inclusion of Early Childhood Education in the SAEB from 2019. Finally, in the second stage, descriptive and inferential statistical analyzes will be carried out with the data obtained through the application of the Electronic Questionnaire of the Municipal Department of Education SAEB 2021, thus seeking a better understanding of the current reality of how Education management Children is being carried out, according to the Municipal Education Departments in Brazil.
