Resumo em inglês: The Individual Microentrepreneurs (MEI) is a form of micro-entrepreneurship implemented in Brazil since 2009, as a kind of response to both the economic crisis and the need to formalize informal workers in the country. Understood as "entrepreneurs", the workers who formalize themselves in this policy make up a diverse profile, but one that is increasingly distinguished by some points in common, such as their origin (former employees with a formal contract or former informal workers), their activities/occupations (all related to salaried work) or, still, their reasons for formalizing themselves as Individual Entrepreneurs (EIs) (search for income to support themselves and/or access to social security benefits). Nevertheless, little has been said about the ways and conditions in which these "entrepreneurs" develop their activities and the circumstances that led them to adopt this strategy. In this way, this qualification text has as its object the relationship between entrepreneurship and precarization in the work relations of MEIs, seeking to understand the morphology of this type of microentrepreneurship and its relationship with work precarization, in the context of Brasília - DF. To do this, first we recover the debate about Neoliberalism, focusing on its development in Brazil, to understand how this phenomenon gives rise to the objective and subjective conditions that make a "new" type of entrepreneurship flourish. Next, we will unravel this phenomenon, going through its history, the difficulty of defining it, and its place in the neoliberal scope to finally look at the phenomenon of individual micro-entrepreneurship in Brazil and its singularity. Finally, we will deal with the methodological design desired for this research, which is intended to be a qualitative, case-driven approach centered on a Case Study research strategy, operationalized through the analysis of documents (public and private), focus groups, and semi-structured interviews, using Content Analysis and Discourse Analysis as means of interpreting and analyzing the materials. With this study, we hope to better understand the entrepreneurship of MEIs, as well as the relationship of this type of entrepreneurship with the more general socioeconomic changes, which have given rise to a flexible productive and labor panorama, of precariousness and insecurity for workers.
