SUMMARY:

The ongoing research seeks to characterize the new form of territory management in the Federal District, identifying the advance of urban policies aligned with neoliberal urbanism. In the last government there has been a change of orientation in the urban policy of the Federal District. The instruments of urban planning have been significantly altered, giving way to the implementation of what we will call neoliberal urbanism, characterized by the privatization of space, the concession to the private sector of the administration of public goods and services, and the use of the public budget to value strategic areas for real estate capital. The interests of the market began to dictate the course of urban policies with a view to attracting investments and promoting economic growth. Urban planning and management have undisguisedly assumed a business character, adopting competitive mechanisms and practices as the most appropriate and efficient way to carry out actions. Our investigation aims to elucidate how neoliberalism has been affecting the urban space of the Federal District. To this end, we will analyze recent changes in urban legislation, with a view to demonstrating how the urban planning of the Federal District absorbs and reflects the tendencies of neoliberal urbanism.  We will analyze a recently approved legislation: Complementary Law No. 1,041/2024 - Plan for the Preservation of the Urban Complex of Brasília and the Master Plan for Urban Territorial Planning, whose draft was presented and should be voted on in the Legislative Chamber of the Federal District later this year (2025). The choice of these two legislations is due to the fact that they are essential instruments of district urban planning, so that they indicate the political project of the city that one wishes to prioritize. We seek with the research to demonstrate how urban planning instruments have prioritized the market and the State as the main agents of production in the territory. The State's performance has played a role in ensuring the profit of the private sector through investments in infrastructure and flexibility of urban legislation. The State began to operate according to a private managerial logic, an expression, in the urban dimension, of the processes of productive restructuring for a flexible mode of accumulation.
