SUMMARY:

There is a huge underrepresentation of black people in positions and careers at the top of the functional hierarchy of the Brazilian Federal Public Administration (APF). While data from the Brazilian Institute of Geography and Statistics (IBGE), from 2022, indicate that black men and women make up 56% of the Brazilian population, data from the National School of Public Administration (ENAP), from 2024, indicate that they are represented in only 17.5% of positions in the top careers of the federal public service. On the other hand, there is the significant overrepresentation of the white racial group, which, making up 45.3% of the population, is represented in 74% of those same positions. The picture formed by the dimensions of this black under-representation and this white over-representation makes up the image of the racial hierarchy that has characterized the composition of the Brazilian State bureaucracy since its birth, in 1822.

This research project is guided by two main objectives. The first consists of seeking to formulate a theoretical and conceptual framework that allows us to understand the socio-historical dynamics of production, reproduction and maintenance of this long-lasting racial hierarchy that persists as part of the structure of our society and its State apparatus. To this end, classical and contemporary social theories dedicated to understanding Brazilian social formation, the character of the Brazilian State and the different configurations given to its organizational and bureaucratic apparatus will be analyzed in search of what they reveal and what they secrete about the place of race and of racism in the structuring of these three areas of the country's social and political-organizational reality. The second consists of empirical investigation into the socio-existence experience of black men and women who, within this organizational apparatus, find themselves inserted in positions and careers at the top of the state bureaucracy, occupying socio-professional positions that are in the opposite direction of the racial hierarchy that characterizes it. . The focus of such investigation is directed towards understanding the injunctions that operate on the researched subjects due to occupying positions that, due to the supposed social and racial hierarchy of socio-professional positions that actually exist, carry the mark of whiteness, the social and psychic tensions and conflicts that they derive from this, from the relationship they establish with the place and socio-professional position they occupy, and from the effects of living in this social situation on their socio-professional identities and work biographies.
