SUMMARY:

The problem to be faced by this thesis starts from the following question: how do the processes of territorialization carried out by the State create new territorialities and new definitions of the indigenous person? The general objective is to investigate the new forms of territoriality and definition of the indigenous person produced by the State from the procedure of land regularization of indigenous territories in the state of Piauí. The specific objectives are to revisit the processes of territorialization of the indigenous peoples and the ways in which the Brazilian State defines the indigenous person; analyze the process of territorialization guaranteed by the Federal Constitution of 1988 through the administrative procedure for the demarcation of indigenous lands regulated by Decree n. 1.1175/1996, characterizing how they redefine the notion of indigenous person and territoriality; discuss the new forms of territoriality produced by the state of Piauí, based on the land regularization policy for the community indigenous and the effects on the definition of the indigenous person; identify, within the scope of the administrative procedure for land titling carried out by the Land Institute of Piauí (INTERPI): a) The role of the World Bank in the definition of ethnic identities and indigenous territorialities; b) The requirements for indigenous people to be beneficiaries of the current state policy of land regularization; c) Impacts of territorial recognition on ongoing ethnic identification processes, also observing how indigenous people negotiate and express their ethnicity; d) How indigenous peoples mobilize the indigenous rights guaranteed by the Brazilian legal system and negotiate their demands before INTERPI; to evaluate the impact of the effects of the procedure for the titling of indigenous territories carried out by the Land Institute of Piauí (INTERPI) for the legal-political process of indigenous territorialization in Brazil. The analysis procedures chosen are content analysis, elaboration of analytical maps and triangulation of data from the empirical field with the categories of the theoretical.
