SUMMARY:

Brazil’s 1988 Constitution reaffirmed the federative form of the State and in its articles 23, 24 and 241 distributed federalism aimed at cooperation, especially in the environmental area. Environmental protection and efforts to guarantee a healthy quality of life are the duty of public authorities in the three spheres, which must act in cooperation to guarantee the protection of this right, which also includes the fight against climate change. Brazil is a signatory to the Paris Agreement and, in its goals, is committed to reducing deforestation in the Amazon. To this end, planned actions are needeed. They can be carried out only through articulation, participation, coordination and cooperation between subnational states and the Union. Within this context, the Legal Amazon Interstate consortium emerges as an essential legal-political tool to interact in the dynamics of this federalism focused on cooperation to protect forests. In the area of the interesting consortium, studies are still precarious and, therefore, necessary to deepen the instrument in the Brazilian federative relationship, given the need for cooperation to fulfil international and urgent commitments to the planet, such as the Paris Agreement. Thus, the present work will use deductive methodology and will seek to analyze the potential of the consortium to act in advancing towards the effectiveness of environmental cooperative federalism, through actions carried out in cooperation and cooperation with the Union agreed in strategic discussion forums, in light of the Daniel Elazar's theory on federalism as a pact to reduce deforestation in the Amazon towards meeting the goals of the Paris Agreement.
