SUMMARY:

Offset agreements are contracts concluded between a State and a foreign supplier whose most common objective is to reduce the imbalance in the trade balance resulting from large purchases. These transnational businesses can be an important tool of technological innovation for developing countries. This paper examines general definitions of compensation and analyzes Brazilian, US and European standards separately. Theoretical aspects of compensations are addressed together with practical aspects of technological offsets, which are the most desired by technology importing countries. Finally, it compares offset standards in Brazil, in the United States and in the European Union and concludes about similarities and differences between the three current perspectives. In addition to bibliographic and documentary research, the work draws on empirical experience of more than a decade dealing with offset agreements. As it is an institute that is not yet widespread in Brazil, understanding how it is used by countries that are the main technology exporters can optimize gains in negotiations with foreign suppliers and result in economic advantages and an increase in technological level for developing countries.
