Official statistics produced by institutions linked to the prison system expose a reality of mass incarceration in Brazil, marked by selectivity (imprisonment of black, poor and young people) and violation of basic rights in serving the sentence. One of the measures presented in recent decades as a solution to this “unconstitutional” prison system (ADPF 347) was electronic monitoring, formally introduced in Brazil in 2010, when it began to be applied to convicted persons. In 2011, it also became a possibility within the scope of various precautionary measures in prison, allowing electronic inspection in the course of the investigation or criminal process. The present study proposes to investigate the impact of the implementation of electronic anklets in the lives of black people, starting from the qualitative analysis of the judicial decisions that determine the precautionary monitoring to, then, carry out interviews with those responsible for criminal control and, especially, the target people of this mobility limitation. It starts from a criminological point of view that gives centrality to the racial issue, as it understands that the state repressive apparatus is conceived as a way of containing black life. By listening to the monitored people, it is expected to understand the relationship between control and territory, making visible the meanings of this surveillance in terms of the possibilities of circulation in the city; in addition, it is intended to understand the repercussions on their sociability, thus considering their personal, family, work, community and social interactions.
