SUMMARY:

The proposed study, titled "Punishment, Agreement, and Models of Public Administration: Institutional Perceptions on the Term of Adjustment of Conduct within the Disciplinary Scope of the Federal Highway Police," aims to analyze the emerging transition in Brazilian Disciplinary Administrative Law, which is moving from the traditional (Formalism/Bureaucratic) model to a more dialogic and collaborative approach, based on Consensualism (Post-Managerial). This shift is driven by the search for greater efficiency, legitimacy, and alignment with democratic principles, using dialogue and negotiation as tools for conflict resolution. The research object is the application of the Termo de Ajustamento de Conduta (TAC) by the Federal Highway Police (PRF) Internal Affairs. Data from 2020 to 2024 indicate that the number of TACs signed (877) exceeded the instigations of Administrative Disciplinary Procedures – PAD (737), confirming the TAC as a consolidated reality in the PRF correctional system. The research problem focuses on how different institutional actors (managers of the correctional system and police officers who signed a TAC) perceive the use of this instrument. The hypothesis suggests a distinction: managers, focused on systemic results, would have a perception more directed towards reducing time, costs, and procedural backlog; police officers, with an individual and personalized relationship, would present perceptions more geared towards participation in the decision-making process and the benefit of the non-punitive outcome. With the objective of comparatively analyzing these perceptions, the study will adopt a qualitative and exploratory approach, using semi-structured interviews with managers and servers, and the Content Analysis technique for data interpretation. The relevance of the work lies in its contribution to building structured knowledge about the application of the TAC in the PRF internal affairs and to verifying the theoretical parallelism between the consensual model of conflict resolution and the Post-Managerial Public Administration paradigm.
