SUMMARY:

What is the austerity State? This research aims to conceptualize the austerity State, demonstrate its intrinsic relationship with the Constitutional Amendment of the Public Spending Ceiling and present its implications for Brazilian higher public education, specifically for federal universities, during the period from 2016 to 2022. To this end, based on a solid theoretical foundation, we initially present a panorama of neoliberalism from its roots to the present day, to demonstrate the authoritarian nature of its principles and ideas since its inception. Next, we delimit the austerity context and the structuring categories of the moment in which the Constitutional Amendment of the Public Spending Ceiling was implemented, namely: crisis, austerity and exception, to then carry out an analysis of its actors, mobilizers and normative impacts on education in Brazil. After characterizing the austerity State and demonstrating its occurrence in the country, the budgetary repercussions of this amendment on Brazilian public higher education are pointed out, as well as the setbacks that occurred in this area and the paths that led to the precariousness of the federal universities and the ideological war against them during the period under analysis. Finally, a case study is carried out at the University of Brasilia, which, together with the analysis at national level, provides a basis for answering the following research problem: What is the austerity State and what are its implications for Brazilian federal universities? Thus, using a qualitative-quantitative methodology, supported by bibliographic and documentary analysis, as well as the examination of numerical data referring to the budget of these institutions – primarily, the University of Brasilia –, the research seeks to prove the hypothesis that Brazil from 2016 to 2022 can be considered an austerity State, a fact that still has serious effects on Brazilian federal universities, whose budgets are precarious and who are victims of the ideological and cultural violence promoted by neoliberal rationality.
