Access to Preventive Justice: Analysis of the Prevention Strategy in Combating Human Trafficking within the Context of the III National Plan

his study examines the prevention and public awareness strategy of the III National Plan for Combating Human Trafficking (2018–2022), based on data collected by the Monitora 8.7 SmartLab. The analysis is based on the understanding that access to justice is not limited to entering the courts but involves the effective guarantee of rights and the swift and fair resolution of conflicts. In this context, prevention is presented as an essential component for building a more equitable society free from abuse. Using a top-down public policy analysis methodology, the dissertation presents government decisions focused on human trafficking prevention, examines the implementation of these measures by policymakers, and proposes suggestions to enhance the effectiveness of these actions. The structure of the work is divided into four chapters: the first provides a literature review on access to preventive justice; the second analyzes prevention in the context of the III National Plan for Combating Human Trafficking and its prevention indicators; the third presents the results of the Plan’s monitoring and analyzes the policy implementation based on the top-down approach; and the fourth chapter offers contributions for improving prevention and combating strategies in the IV National Plan for Combating Human Trafficking (2024–2028).
