The crisis of constitutionalism and the challenges to democratic stability: political, social and institutional transformations in Brazil (2013-2023)

The last ten years (2013-2023) have exposed the weaknesses of Brazilian constitutionalism and democracy. In this context, we can say that democracy in the country has come under pressure during this period. These years have been marked by a series of events and trends that raise important questions about the weakening of political institutions. Furthermore, in context of growing distrust in these institutions, political polarization and uncertainty about the future of the democratic system, it is essential to examine how the interactions between political institutions, the powers that be and civil society shaped Brazil's democratic trajectory during this period. Against this backdrop, the general objective of this research is to demonstrate how the interactions between political institutions, the powers that be and civil society shaped Brazil's democratic trajectory in the period, based on an analysis of the challenges arising from the erosion of trust in institutions, political polarization, attacks on democratic institutions and the impacts of the digital age. In order to achieve the general objective of this work, we have the following specific objectives: a) To investigate the impact of the corruption scandals in the period from 2013 to 2023 on the public perception of the legitimacy of the democratic system in Brazil, and to analyze the consequences of these episodes on the capacity of political institutions to represent the interests of citizens; b) Assess the extent to which dissatisfaction with elected representatives has contributed to the crisis of representativeness in the Brazilian democratic system, linking the emergence of political and social contestation movements and their impact on political dynamics and the participation of civil society in state decisions; c) Examine the effects of growing political polarization and party fragmentation in the period from 2013 to 2023 on the capacity of political institutions to formulate effective public policies and on the population's perception of the effectiveness of democracy as a system of government; d) To interpret the discourses and actions that have questioned the validity of democratic institutions in Brazil over the last decade, including threats to the independence of the judiciary and the legitimization of authoritarian interventions, and to examine how these challenges have tested the resilience of institutions in the face of possible authoritarian setbacks, considering the role played by the various constitutional powers; e) Understand how social networks and the digital environment influenced Brazilian political dynamics in the period under analysis, exploring their role in mobilizing civil society, disseminating disinformation and manipulating information, and investigating the adaptations made by institutions to deal with these new challenges; and f) Building a concept of the crisis of Brazilian democratic constitutionalism, based on historical and intellectual antecedents. By addressing these issues in depth, the research aims to provide a more complete and contextualized understanding of Brazil's democratic trajectory during a period marked by significant political, social and technological changes, contributing to the critical analysis of the democratic system and its institutions.
