SUMMARY:

The integrity program is understood as a set of internal mechanisms and procedures for the prevention, detection and remediation of corrupt practices, fraud, irregularities and ethical and conduct deviations. In this sense, this work aims to analyze the characteristics of the implementation process of integrity programs within the scope of Brazilian federal universities. Thus, the following specific objectives are: (i) to investigate the stage of implementation of the integrity programs of Brazilian federal universities disclosed in their electronic addresses in accordance with the regulations of the Comptroller General of the Union (CGU); (ii) analyze the integrity plans published by the universities, confronting them with the pillars built from the basic requirements established by the CGU; and (iii) analyze the perception of civil servants from federal public universities regarding the attitudes developed within their respective agencies on the theme "public integrity", based on information from the survey carried out by CGU in the 2021-2022 biennium. The basic theory of this study is the Agency Theory, which identifies the relationship established between the citizen and his ruler as the relationship between superviser and agent, respectively. The approach of this research is qualitative. The data analysis technique is content analysis and use of the NVivo software. The research will be developed from the scope composed by the Federal Universities of Brazil, totaling 68 institutions, according to the Statistical Synopsis of Higher Education (2021), released by the National Institute of Educational Studies and Research Anísio Teixeira - Inep. The present study is justified, due to the relevance of this segment in face of the country's economic, social and political dimensions.
