Accounting in the public sector has expanded its focus to include social and environmental impacts, driven by agreements such as the UN's 2030 Agenda and the Sustainable Development Goals, demanding transparency and accountability. In this scenario, the disclosure of Public Value is relevant for understanding the public administration's performance and strengthening social trust. Integrated Reporting (IR), originating from the private sector and now mandatory in the Brazilian federal public sector (since 2018, by Tribunal de Contas da União requirement), emerges as an approach that proposes to communicate value creation through the integration of six capitals (financial, manufactured, intellectual, human, social and relationship, and natural). However, literature still lacks clarity on the concept of value in IR and applied research to structure and comprehensively disclose Public Value, despite existing models like the Public Value Pyramid (Bracci et al., 2014). Given this, the thesis's general objective is to develop a framework for structuring and disclosing public value for the Brazilian federal public sector, based on Bracci et al.'s (2014) Public Value Pyramid, the IR Value Creation Process, and the conceptual base elaborated within the research scope. To this end, three specific objectives are established: (1) to elaborate a Conceptual Base of Public Value in the context of IR for the Brazilian federal public sector, comparing the IIRC & CIPFA (2016) and TCU (2022) guidelines; (2) to develop the Integrated Public Value Creation Pyramid, adapting Bracci et al.'s (2014) model based on the results of objective 1 and literature; and (3) to apply this model in a case study of a leading Brazilian federal public university in the iESGo ranking to demonstrate its applicability. The Conceptual Base (Objective 1) revealed significant differences between the IIRC & CIPFA (strategy, sustainability) and TCU (control, accountability, with gaps in the "capitals" approach and sustainability) approaches. Both biases were integrated into nine concepts, aiming to balance the breadth of value dimensions and the Brazilian regulatory perspective. The Integrated Public Value Creation Pyramid (Objective 2) was then developed with five levels: (5) Intangible Economic Value; (4) Tangible Economic Value; (3) Sustainable Value; (2) Relationship Value (focus on dialogical engagement); and (1) Public Value. This structure offers a guide for recognizing and communicating the various layers of value creation. In the case study (Objective 3) of UFRN, a leader in the iESGo ranking, the analysis of the 2024 Management Report demonstrated the Pyramid's applicability. Although UFRN's mission recognizes intangible aspects, its business model contradictorily undervalues capitals such as intellectual, natural, and social and relationship, showing a disconnection between strategy and the representation of valuegenerating capitals. Nevertheless, the university exhibits broad initiatives in value creation, employing effective communication techniques. This thesis offers a practical and conceptual framework to enhance the recognition and disclosure of public value in the Brazilian federal sector, and contributes to the Public Value Theory literature by updating an instrument elaborated within the Theory, in alignment with recent discussions on the topic.
