The methodology combines Partial Least Squares Structural Equation Modeling (PLS-SEM), utilizing a
sample of 270 longitudinal observations, with the AHP-Gaussian multicriteria method, employed to construct a synthetic index by federative unit for each year of the analyzed period. The formative measurement model was built upon five dimensions: social, economic, environmental, political, and intangible.
