Governability in coalition presidentialism and the governance of the Brazilian public budgetGovernance, Budget.The proposal that is intended to be developed in this thesis project has as its central theme evaluating how the governability and governance processes work in the Brazilian public budget, given the alliances formed in coalition presidentialism. Initially, we seek to rescue the historical context of the public budget, from the military government to the present day, going through the Rational Choice Theory, Agency Theory and Coalition Presidentialism, taking into account the relationships established between politicians and the general population. This, in order to contextualize the research problem, where the aim is to highlight the theme of the project. Thus, it is noteworthy that throughout the world, several corruption scandals have become important case studies for the implementation of governance practices. One of the most notorious, the Enron case, led the North American parliament to adopt measures to identify and prevent such irregularities. In Brazil, there have also been numerous scandals in both the corporate sector and Public Administration. However, contrary to what happens in other countries, it seems that, even with legislation aimed at curbing such practices, scandals continue to occur, leading to the reflection that the laws are still not sufficient, are inefficient or are not applied properly.
