University Governance, Performance Indicators and Dynamic Capabilities: A Study at the University of BrasíliaUniversity Governance, Performance Indicators and Dynamic CapabilitiesThe 1970s and 1980s of the last century saw the emergence of a wave of thinking about Public Administration aimed at breaking with classical bureaucracy and approaching concepts of private initiative, as a response to the crisis scenario installed in several countries (Blonski et al ., 2017, p. 15). According to Marini (2002), this crisis called into question the current traditional bureaucratic model and, as a consequence, the production of a performance deficit in terms of low quality in the provision of services to citizens. The strategy for dealing with the crisis became known as New Public Management (NGP), initially adopted in Great Britain, and later, almost universally, in several other countries.
